Effective 3 July 2025, Bilby Community Development Ltd. officially transitioned to CYPHER (Centre for Youth Work Practice Harnessing Evidence & Research) to better reflect our mission and evolving scope of work

 

Our charitable objectives remain unchanged, and all services continue uninterrupted. We remain a registered charity (UEN: 201942228D) and a proud member of the National Council of Social Service (NCSS).

 

CYPHER is the only youth work charity in Singapore that utilises an evidence-based & peer-reviewed framework for youth interventions developed specifically for the local context.

 

Our new site is currently under construction as we prepare to showcase our expanded research and services. Stay tuned for more updates and our fresh new look — coming soon!
